{"id":1301,"date":"2018-12-11T07:16:27","date_gmt":"2018-12-11T07:16:27","guid":{"rendered":"https:\/\/cita.co.uk\/news\/?p=1301"},"modified":"2018-12-11T07:16:27","modified_gmt":"2018-12-11T07:16:27","slug":"structural-engineer-crushed-under-scaffold-tubes","status":"publish","type":"post","link":"https:\/\/cita.co.uk\/news\/structural-engineer-crushed-under-scaffold-tubes\/","title":{"rendered":"Structural engineer crushed under scaffold tubes"},"content":{"rendered":"<p>Two companies have been fined after a structural engineer received serious crush injuries when a bundle of scaffold tubes weighing about one tonne rolled onto his legs while he was visiting a client\u2019s construction site.<\/p>\n<p>Southwark Crown Court heard how, on 15 September 2015, the engineer, accompanied by two managers at the site in London, approached four bundles of stacked scaffold tubes,<\/p>\n<p>The top bundle was disturbed, rolled off and fell onto the engineer\u2019s lower legs. It took several attempts to free him from under the bundle.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"260696\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.doka.com%2Fuk%2Fsystem-groups%2Fdoka-safety-systems%2Fprotection-screens%2Fxclimb-60%2Findex%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/DOKA-3a.gif\"\/><\/a><\/div>\n<\/div>\n<p>The engineer suffered fractures to both ankles and a number of fractures on his right leg.<\/p>\n<p>The scaffold bundles were delivered earlier that day and belonged to scaffolding firm PHD Modular Access Services Ltd.<\/p>\n<p>St George City Ltd was the Principal Contractor for the site, where demolition activities were taking place within a very confined footprint.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"95430\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.nasc.org.uk%2Fnews%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE_NASC_FREE-GUIDANCE.gif\"\/><\/a><\/div>\n<\/div>\n<p>An HSE investigation found that PHD failed to ensure that control measures specified in the company\u2019s risk assessment &#8211; material storage area to be fully segregated using physical barriers<em> &#8211; <\/em>were in place to prevent access by unauthorised persons.<\/p>\n<p>St George City had signed off on PHD\u2019s storage requirements and should have been conscious of the practical difficulties concerning deliveries and storage due to the confined nature of the site.<\/p>\n<p>On the day of the incident, St George site management had become aware that the scaffold materials had not been segregated but no action was taken.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"261132\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.allplan.com%2Fuk_en%2F%3Futm_source%3DConstructionEnquirer%26utm_medium%3DWebBanner%26utm_campaign%3DConstructionGeneral%26utm_content%3DDec2018%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/all plan web-banner-MPU-CE-300px-250px.gif\"\/><\/a><\/div>\n<\/div>\n<p>PHD Modular Access Services Ltd, of Uxbridge pleaded guilty to breaching safety regulations and was fined \u00a350,000 and ordered to pay costs of \u00a37,777.99.<\/p>\n<p>St George City Limited, which is part of the Berkeley Group also pleaded guilty and was fined \u00a3130,000 and ordered to pay costs of \u00a37830.79.<\/p>\n<p>After the hearing, HSE inspector Gabriella Dimitrov said:\u201cThe contractors knew that it was a congested site with large demolition machines tracking around and as such required careful planning with regards to material arrivals and storage.<\/p>\n<p>&#8220;This incident could have been easily prevented had suitable barriers been provided.\u201d<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"99972\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.peri.ltd.uk%2Fprojects%2Fcivil-engineering.html%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/35_PERI_AD_MPU_CE_Infrastructure_300x250px_JULY-18_AW2.gif\"\/><\/a><\/div>\n<\/div>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"163817\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=http%3A%2F%2Fwww.constructionenquirer.com%2Fdirectory%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/enquirer_directory_mpu.gif\"\/><\/a><\/div>\n<\/div>\n<p>from Construction Enquirer https:\/\/ift.tt\/2L9Wv7p<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Two companies have been fined after a structural engineer received serious crush injuries when a bundle of scaffold tubes weighing about one tonne rolled onto his legs while he was visiting a client\u2019s construction site.
