It was during the later phase when significant exposure to asbestos occurred.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"94469\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=http%3A%2F%2Fwww.technal.co.uk%2Fen%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/T_CE_070814.gif\"\/><\/a><\/div>\n<\/div>\n<p>An HSE investigation found the labourers employed by the contractor to carry out demolition works were mostly vulnerable non-English speakers with limited understanding of English, little awareness of asbestos on site and no prior asbestos awareness training.<\/p>\n<p>The investigation also found no demolition and refurbishment asbestos survey had been in place before the project started.<\/p>\n<p>When one was carried out following HSE intervention, it discovered licensed asbestos debris on the ground level within the area the size of a football pitch.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"122797\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=http%3A%2F%2Fwww.google.com%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"\"\/><\/a><br \/>\n<SCRIPT language='JavaScript1.1' SRC=\"https:\/\/ad.doubleclick.net\/ddm\/adj\/N6250.2036112CONSTRUCTIONENQUIRE\/B20509350.215447096;sz=300x250;ord=[timestamp];dc_lat=;dc_rdid=;tag_for_child_directed_treatment=;tfua=?\"><br \/>\n<\/SCRIPT><\/div>\n<\/div>\n<p>Despite these findings and surveyor\u2019s recommendations, the unlicensed contractor proceeded to clean the debris between 1 October and 6 October 2015, dry sweeping and vacuuming the area with a vacuum cleaner.<\/p>\n<p>Y Construction Ltd of Rose Lane, Norwich was found guilty of breaching asbestos regulations and fined \u00a390,000 with full costs of \u00a37,184.04.<\/p>\n<p>Speaking after the hearing, HSE inspector Kasia Urbaniak said: \u201cThe dangers associated with asbestos, including licensed asbestos, are well-known and a wealth of advice and guidance is freely available from the HSE website.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"216019\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fnoticeboard-auth.conquest.ltd.uk%2Fhome%3Futm_campaign%3Dnotice_board%26utm_medium%3Dbanner%26utm_source%3Dconstruction_enquirer\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Noticeboard-Advert-Con Enq (1).gif\"\/><\/a><\/div>\n<\/div>\n<p>\u201cCompanies should be aware that HSE will not hesitate to take appropriate enforcement action against those that fall below the required standards.\u201d<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"94892\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=http%3A%2F%2Fcisrs.org.uk%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE_CISRS_CPD.gif\"\/><\/a><\/div>\n<\/div>\n<p>from Construction Enquirer https:\/\/ift.tt\/2DpkKgF<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Norwich-based contractors has been fined \u00a390,000 for carrying out unlicensed asbestos cleaning work.
