stadium developer banned over missing millions"},"content":{"rendered":"<p>A property developer\u00a0has been banned from running companies for 10 years after millions of council cash earmarked for Northampton Town&#8217;s new football stadium went missing.<\/p>\n<p>Howard Grossman, 57, was sole director of 1ST Land Limited which was incorporated in August 2013 to act as the contractor for the club&#8217;s plans to redevelop the Sixfields Stadium.<\/p>\n<p>Between December 2013 and July 2014, 1ST Land received at least \u00a36m from Northampton Town towards the costs of redeveloping the stadium.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"209475\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.faset.org.uk%2Fmembers%2Ffaset-member-list%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE_FASET-MPU_FEB19.gif\"\/><\/a><\/div>\n<\/div>\n<p>The football club in-turn received the funds from Northampton Borough Council.<\/p>\n<p>In January 2015 1ST Land entered into administration following the petition of a creditor before entering into Creditors Voluntarily Liquidation in December 2015.<\/p>\n<p>Northamptonshire Police and the Insolvency Service carried out an investigation into the collapse of 1ST Land and Grossman\u2019s conduct while a director.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"165577\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.haki.com%2Fproduct%2Fhaki-stair-towers%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE_HAKI-MPU_SEPT18.gif\"\/><\/a><\/div>\n<\/div>\n<p>Investigators discovered that Grossman failed to ensure the company maintained adequate accounting records or deliver a sufficient amount of records to the administrators.<\/p>\n<p>As a result, it has been not possible to determine the exact nature of more than \u00a35.6m worth of payments made to various parties from 1ST Land\u2019s accounts.<\/p>\n<p>The Secretary of State has now accepted a 10-year disqualification undertaking from Grossman.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"93789\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.constructionline.co.uk%2Fevents%2F\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Constructionline-MTB-GIF.gif\"\/><\/a><\/div>\n<\/div>\n<p>Sue MacLeod, Chief Investigator for the Insolvency Service, said: &#8220;Howard Grossman, like all directors, had specific duties as a company director but he blatantly disregarded them.<\/p>\n<p>&#8220;The company\u2019s insufficiencies when it came to record keeping means that we are unable to determine the exact nature of payments worth millions of pounds of tax-payers money, who along with supporters of the football club are the real victims here.<\/p>\n<p>&#8220;We have been able to secure a substantial ban for Howard Grossman and if he breaches his disqualification, he risks being sent to prison.<\/p>\n<div class=\"ad-mpu
