A rogue builder who scammed elderly victims across London by tricking them into paying for ‘pointless’ roof repairs has been found guilty of fraud and money laundering offences.<\/p>\n

A jury at Inner London Crown Court yesterday convicted Patrick Cleere, 65 of Ealing Village of conspiracy to defraud and two counts of converting criminal property following a six-week trial.<\/p>\n

Two other defendants – William Cleere, 64 of Uxbridge Road, W7 and Timothy Cleere, 39 of Gurnell Grove have previously pleaded guilty to converting criminal property.<\/p>\n

All three men will be sentenced at Inner London Crown Court on Friday, 10 May.<\/p>\n

The court heard that 11 elderly and vulnerable victims across Waltham Forest, Enfield, Redbridge, Haringey, Bromley and Essex were targeted\u00a0between 1 April 2016 and 30 September 2016.<\/p>\n

In each case, bogus builders pressured the victims to pay money for fraudulent roofing and drainage repairs which one building surveyor described as \u201ctotally pointless\u201d.<\/p>\n

The\u00a0scam involved the use of\u00a0a variety of fake company names to target vulnerable householders\u00a0and created professional looking leaflets.<\/p>\n

Victims were offered a\u00a0gutter cleaning service\u00a0and it was then\u00a0claimed their roof or drain urgently needed repairing.<\/p>\n

The group then\u00a0demanded increasing amounts of money for work that was either not carried out or done to a poor standard.<\/p>\n

In one case, building repairs described by a building surveyor as \u201cabysmal\u201d, for which a victim in Penge paid more than \u00a338,000, were worth just \u00a3250.<\/p>\n

Over six months April to September 2016, police believe the scammers made at least \u00a3388,000.<\/p>\n

Officers from Waltham Forest CID launched an investigation in June 2016 after they were made aware of the group\u2019s activity by a victim in Chingford.<\/p>\n

Following an 18-month joint investigation by the Met and Bromley, Enfield and Essex Trading Standards, police charged the five defendants on 17 November 2017.<\/p>\n

The gang opened numerous bank accounts in false names using fraudulent identification documents.<\/p>\n

Detectives traced the defendants through analysis of payments made by the victims. The group laundered funds through a complex financial network in the UK and Gibraltar.<\/p>\n

Detective Constable David Saffery, who led the investigation, said: \u201cThese criminals ruined the lives of the vulnerable and elderly householders they preyed on.<\/p>\n

\u201cAfter a careful and meticulous joint investigation, the scammers have been brought to justice.<\/p>\n

\u201cI would urge anyone who has been a victim of this type of criminality to speak to police at the earliest opportunity. We have specialist officers who will investigate and support you.\u201d<\/p>\n
