{"id":6366,"date":"2025-07-03T07:46:31","date_gmt":"2025-07-03T07:46:31","guid":{"rendered":"https:\/\/cita.co.uk\/news\/?p=6366"},"modified":"2025-07-03T07:46:31","modified_gmt":"2025-07-03T07:46:31","slug":"developer-fined-165000-for-fire-safety-failings","status":"publish","type":"post","link":"https:\/\/cita.co.uk\/news\/developer-fined-165000-for-fire-safety-failings\/","title":{"rendered":"Developer fined \u00a3165,000 for fire safety failings"},"content":{"rendered":"<p>A developer has been fined \u00a3165,000 for repeatedly failing to put suitable fire precautions measures in place during a renovation job in Preston.<\/p>\n<p>Glovers Court Ltd was found guilty of four offences in relation to the redevelopment of \u00a0a former city centre warehouse into 35 apartments spread across six floors.<\/p>\n<p>The Glovers Court project was under construction on 16 May 2023 when it was visited by Lancashire Fire and Rescue Service (LFRS).<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"488804\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.creaghconcrete.com%2Fproducts%2Fspantherm%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE-spantherm.gif\"\/><\/a><\/div>\n<\/div>\n<p>A number of fire safety issues were identified and LFRS prohibited the use of the building, meaning residents already living there had to leave their homes.\u00a0 As construction work was still ongoing, Lancashire Fire and Rescue Service and HSE worked together to deal with the site.<\/p>\n<p>An HSE inspector found the company was not complying with its duty to ensure suitable fire safety precautions were in place during ongoing construction work.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"462809\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Ftinyurl.com%2F3m4thdsw%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/SS PressureTest+ 300_250px.gif\"\/><\/a><\/div>\n<\/div>\n<p>Those failures included:<\/p>\n<ul>\n<li>No fire detection system<\/li>\n<li>No means of raising the alarm in case of a fire<\/li>\n<li>Inadequate escape plans<\/li>\n<li>Construction work had not been phased to ensure fire compartmentation was maintained throughout the project to prevent fire spreading to all floors.<\/li>\n<\/ul>\n<p>HSE served a prohibition notice against Glovers Court Ltd, stopping all further work on the property until adequate fire precautions were in place.\u00a0 HSE also served an improvement notice requiring the company to design and implement a fire management plan.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"497595\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.pragmatic-consulting.co.uk%2Fcourses%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Construction Enquirer - Pragmatic C MPU.gif\"\/><\/a><\/div>\n<\/div>\n<p>But during further visits in June and November 2023, HSE found construction work had been ongoing while no action had been taken to comply with either of the notices.<\/p>\n<p>Glovers Court Ltd, of Kingsway, Altrincham, Cheshire, who have now gone into liquidation, were found guilty of safety breaches in their absence following a trial at Preston Magistrates\u2019 Court and were fined \u00a3165,000 and ordered to pay \u00a310,512 in costs.<\/p>\n<p>HSE inspector Christine McGlynn said \u201cThis company showed a blatant disregard to both fire safety and the laws in place to protect both people and places.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"462809\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Ftinyurl.com%2F3m4thdsw%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/SS PressureTest+ 300_250px.gif\"\/><\/a><\/div>\n<\/div>\n<p>\u201cEach year there are estimated to be hundreds of fires on construction sites, potentially putting the lives of workers and members of the public at risk.<\/p>\n<p>\u201cAny outbreak of fire threatens the safety of those on site and is costly in terms of its damage and delay.
