{"id":709,"date":"2018-11-22T09:43:27","date_gmt":"2018-11-22T09:43:27","guid":{"rendered":"https:\/\/cita.co.uk\/news\/?p=709"},"modified":"2018-11-22T09:43:27","modified_gmt":"2018-11-22T09:43:27","slug":"birminghams-paradise-scheme-runs-out-of-cash","status":"publish","type":"post","link":"https:\/\/cita.co.uk\/news\/birminghams-paradise-scheme-runs-out-of-cash\/","title":{"rendered":"Birmingham\u2019s Paradise scheme runs out of cash"},"content":{"rendered":"<p>Birmingham city council has run out of money for phase two of its ambitious \u00a3500m Paradise development.<\/p>\n<p>The scheme has been hit by double market forecast construction inflation and the collapse of Carillion on a key project in phase one.<\/p>\n<p>Minutes from the council audit committee have now revealed that funding for both phase one and two was swallowed up in key enabling works in the first phase.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"124439\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=+http%3A%2F%2Fwww.hudsoncontract.co.uk%2Felimination%3Futm_source%3DConEnq%26utm_medium%3DBanner%26utm_campaign%3DAut18%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/hudson ConstructionEnquirerAdOct18.gif\"\/><\/a><\/div>\n<\/div>\n<p>The whole project is now in limbo as the city council tries to raise an extra \u00a350m to deliver essential infrastructure works paving the way for phase two.<\/p>\n<p>Greater Birmingham and Solihull Local Enterprise Partnership was earmarked to invest a total of \u00a388m to pay for demolition and infrastructure works but not building construction.<\/p>\n<p>Of this \u00a338m was budgeted for phase one and \u00a328m for phase two. A further \u00a322m will be released for Phase 3.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"148510\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.vitalenergi.co.uk%2Flondon%2Fservices%2F%23energy-centre-health-check++\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/vital.gif\"\/><\/a><\/div>\n<\/div>\n<p>But council audit committee minutes reveal that phase one design development,\u00a0 highways infrastructure, demolition and remediation costs required substantially more\u00a0cash than originally planned and ate up the phase two allocation.<\/p>\n<p>Now the\u00a0private\/public joint venture developer, PCLP, is asking for the extra cash to proceed with phase two.<\/p>\n<p>This will see around 500,000 sq ft of space delivered in the One Centenary Way, Three Chamberlain Square office projects and new 4-star hotel buildings as well as Ratcliff Square.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"216017\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.conquest.ltd.uk%2Fq-500%2F%3Futm_campaign%3DQ_500%26utm_medium%3Dbanner%26utm_source%3Dconstruction_enquirer\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Noticeboard-Advert-Con Enq (2).gif\"\/><\/a><\/div>\n<\/div>\n<p>The fresh funding call will support \u00a32.3m of a Carillon liquidation claim, \u00a317m CPO costs and \u00a330m of infrastructure works.<\/p>\n<p>A full business case report setting out the case for extra funding will be considered by the LEP and Council Cabinet in the New Year.<\/p>\n<p><a href=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Paradise.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-256936\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/Paradise.jpg\" alt=\"\" width=\"1536\" height=\"1006\" \/><\/a><\/p>\n<p>Eventually, the Paradise scheme, which is being managed by developer Argent, is expected to deliver 2m sq ft of new development.<\/p>\n<p>This comprises up to 10 new Grade A office buildings and the\u00a04 star hotel with up to 250 bedrooms.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"165577\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.haki.com%2Fproduct%2Fhaki-stair-towers%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE_HAKI-MPU_SEPT18.gif\"\/><\/a><\/div>\n<\/div>\n<p>from Construction Enquirer https:\/\/ift.tt\/2Qc9mux<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Birmingham city council has run out of money for phase two of its ambitious \u00a3500m Paradise development.
