National Highways has started early market engagement on its \u00a38bn second-generation Maintenance and Response (M&R2) contracts to cover the entire 4,500-mile Strategic Road Network.<\/p>\n

The new deals will replace existing M&R arrangements which start expiring from July 2028. These were procures and 10 separate maintenance and response contracts across a dozen operational areas of the network.<\/p>\n

The new arrangements will run for up to eight years, possibly split into two tranches with multiple lots.<\/p>\n

This will rank it as one of the largest highways maintenance procurements ever launched, with a value estimated at \u00a38bn and a possible extension to 2037.<\/p>\n

M&R2 will cover cyclic and reactive maintenance, incident response, severe weather duties, operational roadside technology, and asset renewal works.<\/p>\n

A launch event will be held on 18 September 2025, followed by a main market engagement session in January 2026. Tender notices are expected in July 2027.<\/p>\n
