{"id":7496,"date":"2025-09-01T08:47:11","date_gmt":"2025-09-01T08:47:11","guid":{"rendered":"https:\/\/cita.co.uk\/news\/?p=7496"},"modified":"2025-09-01T08:47:11","modified_gmt":"2025-09-01T08:47:11","slug":"lack-of-sewerage-blocking-building-work-on-30000-homes","status":"publish","type":"post","link":"https:\/\/cita.co.uk\/news\/lack-of-sewerage-blocking-building-work-on-30000-homes\/","title":{"rendered":"Lack of sewerage blocking building work on 30,000 homes"},"content":{"rendered":"<p>Construction of almost 30,000 new homes is currently being blocked due to concerns over inadequate wastewater infrastructure.<\/p>\n<p>New research by the Home Builders Federation reveals\u00a0developers have paid almost \u00a32.3bn to water companies since 2020 to support infrastructure enhancements but planning permission is still being refused or delayed over sewerage capacity issues.<\/p>\n<p>Some plans are being delayed even where water companies have not raised objections.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"500966\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fjobs.gatwickairport.com%2Fjobs%2Ftalentpool%2Fconstruction%2F32%2Fdescription%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/CE Banner.gif\"\/><\/a><\/div>\n<\/div>\n<p>National planning policy dictates that responsibility for wastewater infrastructure lies with water and sewerage undertakers, not individual planning applicants.<\/p>\n<p>A growing number of councils are refusing to grant permission or discharge planning conditions due to perceived uncertainty over sewerage provision.<\/p>\n<p>The disconnect is creating serious delays across the housing sector, particularly for smaller developers.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"493441\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.dsmcls.co.uk%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/DSM LOOPER.GIF\"\/><\/a><\/div>\n<\/div>\n<p>Since March 2025, average wastewater charges for developers have risen by 52% despite house builders having already paid nearly \u00a32.3bn to the water sector between 2020\/21 and 2024\/25.<\/p>\n<p>Some of the companies receiving the most in developer contributions are also those raising the most concerns. Thames Water has received over \u00a3440m in combined payments and assets in five years but has objected to numerous housing applications across London and the South East.<\/p>\n<p>Meanwhile, Anglian Water, which received around \u00a3330 million over the same period, is also linked to significant delays across its region.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"494661\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fbrand-accesssolutions.com%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/www.constructionenquirer.com\/wp-content\/uploads\/brand slower ezgif.com-animated-gif-maker.gif\"\/><\/a><\/div>\n<\/div>\n<p>HBF is calling on the Government to reaffirm existing planning policy, remind councils of water companies\u2019 statutory responsibilities, and ensure housing targets are properly reflected in long-term water resource management and wastewater infrastructure plans.<\/p>\n<p>David O\u2019Leary, Executive Director at the Home Builders Federation, said: \u201cThese delays are yet another example of how misalignment between planning authorities, utility companies, and national policy is choking off housing supply.<\/p>\n<p>&#8220;Water companies are legally responsible for ensuring network capacity and have received \u00a32.3 billion from developers over the past five years to do so.
