{"id":829,"date":"2018-11-26T15:40:42","date_gmt":"2018-11-26T15:40:42","guid":{"rendered":"https:\/\/cita.co.uk\/news\/?p=829"},"modified":"2018-11-26T15:40:42","modified_gmt":"2018-11-26T15:40:42","slug":"royal-liverpool-trust-to-pay-laing-orourke-trade-firms-direct","status":"publish","type":"post","link":"https:\/\/cita.co.uk\/news\/royal-liverpool-trust-to-pay-laing-orourke-trade-firms-direct\/","title":{"rendered":"Royal Liverpool Trust to pay Laing O\u2019Rourke trade firms direct"},"content":{"rendered":"<p>The Royal Liverpool hospital trust has revealed it will pay Laing O&#8217;Rourke&#8217;s specialist trade contractors direct as part of the deal hammered out to restart work on Carillion&#8217;s stalled hospital project.<\/p>\n<p>Latest board papers also reveal that Mace has also been drafted in the oversee\u00a0the project and manage risk for the Trust after Laing O&#8217;Rourke said it would not take responsibility for cost or hand-over date as part of its restart deal.<\/p>\n<p>Laing O\u2019Rourke, which is managing the construction contract,\u00a0has already started some minor early works. It is anticipated that the main construction work will commence early in the New Year.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"170875\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=++https%3A%2F%2Fwww.mrcropper.co.uk%2F%3Futm_source%3DCE%2520MPU%2520Banner%2520Advert%26utm_medium%3DWeb%2520advert%26utm_campaign%3DCE%2520MPU%2520Banner%2520Advert%26utm_term%3DCE%2520MPU%2520Banner%2520Advert%26utm_content%3DConstruction%2520Enquirer%2520Advert%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/37642-Mr Cropper 300x250px CE Ad.gif\"\/><\/a><\/div>\n<\/div>\n<p>The board papers ahead of tomorrow&#8217;s meeting state that the agreement sees Laing O\u2019Rourke with a very different set of responsibilities to those carried by Carillion.<\/p>\n<p>As a result, the board had decided\u00a0to strengthen the trust\u2019s project team to enable it to run the project.<\/p>\n<p>&#8220;Laing O\u2019Rourke was not prepared to take any risk on either construction cost or timetable to complete \u2013 these risks sit with the trust which we will manage through Mace and the in-house project team,&#8221; reveals trust chief executive Aidan Kehoe.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"170875\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=++https%3A%2F%2Fwww.mrcropper.co.uk%2F%3Futm_source%3DCE%2520MPU%2520Banner%2520Advert%26utm_medium%3DWeb%2520advert%26utm_campaign%3DCE%2520MPU%2520Banner%2520Advert%26utm_term%3DCE%2520MPU%2520Banner%2520Advert%26utm_content%3DConstruction%2520Enquirer%2520Advert%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/37642-Mr Cropper 300x250px CE Ad.gif\"\/><\/a><\/div>\n<\/div>\n<p>In his summary,\u00a0 Kehoe adds: &#8220;One key safeguard going forward is that the trust will make payments to Laing O\u2019Rourke\u2019s subcontractors directly.<\/p>\n<p>&#8220;This means that should the same situation befall Laing O\u2019Rourke as it did Carillion, then the trust would simply look to appoint a new contract manager. Subcontractors would continue to work and get paid as normal.<\/p>\n<p>&#8220;Whilst some delay may be inevitable, the subcontractors would be kept whole and there would be no risk to the project being completed. &#8221;<\/p>\n<p>He added that the PFI termination agreement provided significant savings to the public sector and represented good value for money for the taxpayer.<\/p>\n<p>All parties have worked extremely hard to resolve the issues caused by Carillion, and the lenders, Legal and General and the European Investment Bank have shown tremendous goodwill in reaching a final solution, he added.<\/p>\n<p class=\"p1\">\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a data-ad-id=\"122945\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.eca.co.uk%2Fwhy-the-eca%2Fclients-specifiers\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"http:\/\/www.constructionenquirer.com\/wp-content\/uploads\/ECA-Specifier-300x250-blue.gif\"\/><\/a><\/div>\n<\/div>\n<p>from Construction Enquirer https:\/\/ift.tt\/2SeVLQJ<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Royal Liverpool hospital trust has revealed it will pay Laing O&#8217;Rourke&#8217;s specialist trade contractors direct as part of the deal hammered out to restart work on Carillion&#8217;s stalled hospital project.
