The race is on for places on LHC Procurement Group\u2019s latest \u00a31.5bn Public Buildings Construction and Infrastructure Framework (PB4).<\/p>\n

The fourth-generation deal will cover new-build, refurbishment, and civil infrastructure projects across the UK \u2014 with an extra lot for hard facilities management services added for the first time.<\/p>\n

Applications are open until 9 December 2025, ahead of the framework\u2019s launch in April 2026.<\/p>\n

PB4 will be available to all publicly funded and part-funded bodies, including central government departments, councils, the NHS, emergency services, housing associations, and education providers.<\/p>\n

LHC said it had redesigned the framework to lower barriers for smaller firms, with specific encouragement for SMEs to bid for lower-value lots.<\/p>\n

Director of product innovation Graham Collie said: \u201cWe have made substantial changes to the documents to lower barriers to entry, as part of our commitment to championing SMEs. We are looking to appoint eight businesses per lot, per region.\u201d<\/p>\n

The framework will be split into ten lots by project type and value:<\/p>\n\n\n\n\n\n\n\n\n

Lots 8\u20139<\/td>\nCivil infrastructure projects including roads and drainage<\/td>\n<\/tr>\n
Lot 10<\/td>\nHard FM services \u2013 M&E, fire safety, lifts and fabric maintenance<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

LHC will use the FAC-1 alliance contract, allowing collaboration and flexible terms. Appointments can be made via direct award or mini-competition.<\/p>\n

The group is one of only seven UK framework providers verified under Constructing Excellence\u2019s Gold Standard and the only one to apply it nationwide.<\/p>\n
